- Tiada caj jika transaksi DuitNow QR bawah RM5,000.
- Caj 50 sen jika transaksi RM5,000 ke atas.
SEKARANG:
Bermula 1 November 2023:
- Caj 0.25% pada nilai transaksi jika pembayar guna kad debit.
- Caj 0.50% jika guna kad kredit.
Caj 0.25% ini adalah sangat mahal berbanding caj untuk guna kad debit Visa atau Mastercard iaitu:
1. Caj kad debit jenama tempatan: 0.10% nilai transaksi atau RM0.37 + 0.001% nilai transaksi (yang mana lebih rendah.
2. Caj kad debit jenama tempatan (Visa/Mastercard): 0.27% nilai transaksi atau RM0.63 + 0.001% nilai transaksi (yang mana lebih rendah).
Memandangkan penerima bayaran DuitNow QR (Boost, Grabpay, Setel dan Touch ‘n Go) adalah peniaga kecil atau gerai tepi jalan yang tiada mesin bayaran kad, kadar caj baharu DuitNow ini adalah sangat tidak adil bagi golongan sasaran ini.

Di saat rakyat terkesan dengan kenaikan kos sara hidup, ditambah pula dengan kesan inflasi, kita tidak sepatutnya membuat sesuatu keputusan yang menambahkan lagi beban rakyat dan menyukarkan hidup mereka.
Ini juga secara tidak langsung akan menghalang pertumbuhan pembayaran tanpa tunai dan kemungkinan besar, ianya merugikan peniaga-peniaga kecil.
Jika apa yang dilaporkan ini benar, maka kerajaan mestilah menjelaskan kepada rakyat agar mereka lebih bersedia dengan kesan yang akan menimpa mereka.
Timbul persoalan, adakah peniaga kecil PKS akan menanggung kos tersebut atau diserap melalui fi pertukaran di bawah Bank Negara Malaysia (BNM)?

BEFORE:
- No charge for DuitNow QR transactions under RM5,000.
- A fee of 50 sen for transactions above RM5,000.
From November 1, 2023:
- A charge of 0.25% on the transaction amount for debit card payments.
- A charge of 0.50% if a credit card is used.
This 0.25% fee is significantly higher compared to the fees for using a local debit card, either Visa or Mastercard, which are:
- Domestic brand debit card: 0.10% of the transaction amount or RM0.37 + 0.001% of the transaction value (whichever is lower).
- Domestic brand debit card (Visa/Mastercard): 0.27% of the transaction amount or RM0.63 + 0.001% of the transaction amount (whichever is lower).
Considering that DuitNow QR recipients (Boost, GrabPay, Setel, and Touch 'n Go) are small businesses or roadside ‘warung’ without card payment machines, this new DuitNow rate is tantamount to discrimination against them and wholly unfair for these small entrepreneurs.
At a time of rising costs of living made worse by the effects of inflation, we should not be making seemingly trivial decisions that come with ripple effects to burden the Rakyat and cause more inconvenience.
This will discourage the growth of cashless payments and more likely, vastly disadvantages the smallest and most vulnerable of Malaysian traders and retailers.
If all this is true and comes to pass, the government must tell us how they are prepared for the repercussions to Malaysians?
Will it absorb the costs to SMEs and small businesses or at this point of time, do away with the interchange fee adjustment under BNM?
