Local councils told to shut down Telelink outlets and not to be intimidated by anyone, politicians included
KUCHING: Minister of Environment and Public Health Dato Sri Wong Soon Koh yesterday called on local councils to carry on with their task of closing Telelink outlets without fear or favour of anyone.He warned them not to bend or change the rules just because of influence by anyone, even if that person was a politician or assistant minister.
“We have issued circulars to all the affected councils to quickly take action to close all the outlets of Telelink, which sell Da Ma Cai (Peninsular Malaysia-based lottery).
“They (these outlets) are illegal because in the year 2004, the state government made a decision that we would not allow any more gaming outlets to be established in Sarawak,” he said at the farewell dinner for the ministry’s former permanent secretary Ganie Ugay on Monday.
Among those present at the dinner were Assistant Minister of Environment Dr Abang Rauf Abang Zen and new permanent secretary Dr Pengguang Manggil.
Wong said the ministry would assist the councils if they faced challenges in carrying out their duties, which he stressed must be done within the guidance of rules and regulations.
“To the secretaries and heads of departments in all councils, make sure you do the right thing and carry out duties with professionalism.
“We must work with a common heart and aim, that is to serve the people under our care, because whatever we do will reflect on the government,” he said.
On Sept 16 this year, the High Court ruled in favour of the Padawan Municipal Council (MPP) when dismissing applications by three operators for court orders to prevent the council from stopping them run the Da Ma Cai or Telelink gaming outlets.
High Court Judicial Commissioner Ravinthran N Paramaguru said the operators’ applications ought to be dismissed since the Telelink outlets did not have a licence required under the Licensing of Miscellaneous Occupation By-laws.
These outlets – plaintiffs in the case – had named the state government, MPP secretary and three MPP enforcement officers as respondents.
Counsel Wong Sing Nang represented the plaintiffs while state senior legal counsel Datuk JC Fong appeared for the respondents.
On Sept 30 in Miri, Wong (Soon Koh) told a press conference that the Sept 16 High Court decision meant that business operations of Telelink gambling (Da Ma Cai) is not allowed in Sarawak.
In November last year, Pelawan assemblyman Vincent Goh in his speech at the State Legislative Assembly also called on the police and the then Anti-Corruption Agency to investigate reports of a local politician being involved in the illegal Da Ma Cai outlets.
