BETULKAH Sarawak merdeka pada 22 Julai 1963? Tanggal 22 Julai diisytiharkan sebagai Hari Sarawak dan cuti umum mulai 2016 di sebalik sentimen nasionalisme negeri yang menggelegak ketika itu.

Ketua Menteri Sarawak, Tan Sri Adenan Satem ketika membuat pengumuman tersebut berkata, tarikh berkenaan dipilih sempena kemerdekaan Sarawak daripada penjajahan British. Beliau berkata, ini adalah bagi mengingati jasa dan pengorbanan pemimpin dan pejuang kemerdekaan Sarawak.

Sepuluh atau 20 tahun lalu tarikh berkenaan tidak dipedulikan sangat oleh pemimpin dan rakyat Sarawak. Namun, kini tarikh 22 Julai 1963 memberi semangat besar kepada anak Sarawak hari ini. Bagi mereka, tarikh ini lebih penting dan utama daripada perayaan Hari Kebangsaan pada 31 Ogos setiap tahun. Dari satu segi, ini ada kebenarannya kerana Malaysia hanya dibentuk pada 1963. Bagi 2.8 juta rakyat Sarawak, Hari Sarawak pada 22 Julai mengentalkan rasa cinta mereka kepada Sarawak dan haknya dalam Persekutuan Malaysia.

Oleh itu, apakah sebenarnya tarikh ini dan bagaimana ia dilihat penting di Sarawak? Bagaimana pula ia muncul? Persoalan-persoalan seumpama ini boleh menjadi berkaitan kepentingan tarikh ini.

Namun, sekurang-kurangnya dua orang sejarawan dan ahli akademik terkemuka pernah menyatakan 22 Julai 1963 bukan tarikh kemerdekaan seperti diandaikan ramai orang. Prof Michael Leigh, yang terkenal dengan kajiannya tentang politik Sarawak dalam buku hasil tesis PhD beliau, The Rising Moon mendedahkan bahawa tarikh tersebut ialah hari kabinet Sarawak atau kabinet perikatan dibentuk.

Leigh yang mulai menyelidik tentang politik dan sejarah sarawak sejak 1962 menyatakan Sarawak memperoleh kemerdekaan daripada British pada 22 Julai 1963 adalah tidak tepat. Namun, kata profesor sejarah politik itu lagi, gabenor British masih memegang kuasa penuh hingga 16 September 1963.

Beliau banyak menggunakan dokumen di Australia dan London untuk penyelidikannya, termasuk fail yang baru dibuka.

Sesiapa yang hendak menyelidik sejarah Sarawak, bukan hanya perlu bergantung kepada sumber tempatan, tetapi dokumen yang kini disimpan di arkib di London.
Setakat ini memang tidak ada sumber dan bukti yang mengesahkan, kemerdekaan Sarawak dicapai sebelum 16 September. Hakikatnya, 22 Julai pasti tidak ada jika tidak ada 16 September 1963.
Maksudnya, 22 Julai diberi kerana sebagai persediaan kemerdekaan 16 September, atau sebenarnya 31 Ogos, jika ikut perancangan asal.

Prof Leigh menegaskan, Sarawak sebenarnya tidak memperoleh kemerdekaan pada tarikh tersebut. Apa makna ini?

Ia bermaksud bahawa penduduk peribumi hanya diberi tanggungjawab mentadbir negeri mereka sendiri oleh penjajah. Namun kedaulatannya masih lagi belum diserahkan oleh penjajah. Ini amalan biasa dalam jajahan British kerana pihak British tidak memberi kemerdekaan terus kepada tanah jajahannya, sebaliknya melatih penduduk tempatan untuk berkerajaan sendiri.
Datuk Dr Sanib Said, sejarawan tempatan berkelulusan PhD, mempunyai pendapat yang sealiran dengan Prof Leigh.

Bagi Dr Sanib, adalah satu kesilapan jika kita memikirkan 22 Julai sebagai hari kemerdekaan. Beliau berkata bahawa terdapat kesilapan fakta dan andaian mengelirukan, terutamanya akhbar dan media sosial.
Namun, Hari Sarawak yang disambut di Bintulu pada hari ini oleh Kerajaan Sarawak mempunyai kepentingan tersendiri. Selain sebagai usaha mengingati jasa dan sumbangan pejuang dna pemimpin terdahulu, ini peluang terbaik untuk rakyat menjadikan hari ini sebagai cermin.

Apakah pencapaian Sarawak sejak 56 tahun lalu? Apa pula kesilapan dan kelemahannya? Tarikh penting dan sejarah dapat dijadikan pelajaran berguna jika kita sedia membuka minda dan hati kita. Hari ini tidak sepatutnya hanya dijadikan sebagai cuti umum, tetapi tarikh untuk rakyat benar-benar memahami ke mana hala tuju Sarawak selepas ini?

Bagaimana pula perjuangannya untuk menuntut hak yang termaktub di bawah Perjanjian Malaysia 1963? Apakah cara terbaik untuk menuntut hak berkenaan? Adakah secara berseteru dengan kerajaan persekutuan atau pendekatan lebih berkompromi?

Hari Sarawak perlu dilihat dalam konteks Hari Malaysia, iaitu ketika Malaysia dibentuk pada 1963. Tidak akan ada Hari Sarawak atau 22 Julai yang bersejarah jika tiada usaha untuk menggagaskan pembentukan Malaysia pada 1963.

Jadi, Hari Sarawak dan Hari Malaysia sama-sama penting, malah Hari Kebangsaan juga tidak harus diremehkan.

Tarikh-tarikh berkenaan ialah tarikh penting dalam konteks kita melangkah ke hadapan sebagai negeri dan negara yang maju, aman, stabil dan makmur. Sementara semangtat nasionalisme negeri itu penting, usaha membina negara bangsa dengan memupuk integrasi nasional juga tidak kurang pentingnya di bawah sistem federalisme yang kita amalkan ketika ini.

Jadi, kita perlu meraikan Hari Sarawak dengan penuh kesedaran tentang kepentingan sejarahnya.
Kita juga perlu meraikannya dengan rasionaliti yang berimbang dan tidak mudah terperangkap dan terpedaya oleh naratif politik yang songsang dan bercanggah dengan aspirasi negara dan pembinaan negara bangsa.

CM: Thankfully S’wak has powers to make decisions apt to situation in the state​

Sarawak has the powers under the State Constitution to make decisions that are tailored to the situation in the state, which are more practical and effective, said Chief Minister Datuk Patinggi Abang Johari Tun Openg in his Sarawak Day message.

KUCHING (July 21): In efforts to address the Covid-19 pandemic that is plaguing the state at this time, it is much appreciated that Sarawak has the powers under the State Constitution to make decisions that are tailored to the situation in the state, which are more practical and effective, said Chief Minister Datuk Patinggi Abang Johari Tun Openg.


He said Sarawak is a territory almost as large as the land area of the Peninsula and sometimes, with resource and infrastructure constraints, it is quite difficult for the state authorities to implement decisions that have been made at the federal level.

“We respect the federal government and decisions made at the federal level but not every decision made in Putrajaya is suitable or practical for implementation in Sarawak.

“The ability to make decisions for the interest of Sarawak should reflect the identity of Sarawakians in determining their own future so that the state can be on par with other states or countries that are already ahead,” he said in his Sarawak Day message.


A clear example, he pointed out, would be the modification to the vaccination process that allows people in rural areas to be vaccinated first and then registered in the MySejahtera application because it was agreed that it is difficult for folks in longhouses and villages to register and access MySejahtera.

“The space that allows us to make decisions in accordance with the needs of Sarawak has also allowed us to take steps that have accelerated the process of vaccination in Sarawak.

“The SDMC (State Disaster Management Committee), with the support and cooperation of various parties especially industries, has set up vaccination centres in workplaces as well as the establishment of mobile teams to reach out to those who are unable to come to the vaccination centres. The military also helps in rural areas,” he said.


Thankfully, the chief minister added, with all these measures, Sarawak is one of the states fastest in the vaccination programme, with more than 60 per cent of the 2.2 million adults having received the first dose.

“Measures have been imposed by the SDMC to curb the spread of Covid-19, including measures to speed up the vaccination programme, which appear to have succeeded in lowering the number of daily cases of infection in recent days.

“This proves that Sarawak has the ability to manage whatever problems it faces,” he said.


Noting that this year, as with last year, Sarawak Day could not be celebrated in a large scale due to the pandemic, Abang Johari believes the constraints faced do not dampen Sarawakians’ spirit in commemorating a very important event in the history of Sarawak.

He said as Sarawak heads towards achieving developed state status by 2030, the state government has strategically planned economic development by focusing on infrastructure development, including Internet infrastructure.

“I am very confident that with our far-sighted policy, we can bring the state’s economic development to a higher level and increase the people’s income with value-added products.


“The festive celebration this time became more meaningful with the launch of the post-Covid-19 plan for Sarawak, which aims to chart the direction of our economy until 2030 by taking into account the impact of Covid-19,” he pointed out.

Abang Johari said despite the country facing an uncertain political situation that has become more acute during the pandemic period, Sarawak is relatively stable and he thanked all Sarawakians for being involved in politics prudently and keeping Sarawak from becoming a mess.

He said he is deeply touched by the cooperation and concern of the people of Sarawak who have come forward to help those who do not have the ability to obtain food during the recent Movement Control Order (MCO) period.

“The state government has implemented the food aid programme through BKSS 6.0 and also the federal government through Pemulih but we cannot rule out the possibility that some are left behind or do not get enough supply to meet their needs during the MCO period.

“Companies, supermarkets, religious organisations, societies, political parties and individuals have come forward to distribute free food items to those in need. On behalf of the Sarawak government, I would like to express my appreciation and thanks to all parties who are willing to help without expecting anything in return, including movements such as the White Flag,” he said.

He added that he is also deeply touched by the commitment of the frontliners who have worked tirelessly to combat the Covid-19 pandemic for more than a year and who are all heroes whose sacrifices are invaluable.

“In closing, in conjunction with the Sarawak Day celebration this year, I call on all Sarawakians to continue to work together and work hard regardless of their roles to raise Sarawak up as an excellent state for all of us and our future generations,” he said.

‘Sarawak Independence Day’ more appropriate, says S4S​

MIRI (July 21): ‘Sarawak Day’ is not mentioned in the Sarawak Constitution, according to Sarawak for Sarawakians (S4S) activist Hanim Jaraee.

The 56-year-old from Miri said the most appropriate term for the annual celebration on July 22 is Sarawak Independence Day.

“This is because Sarawak Independence Day was gazetted as an official public holiday in the Sarawak Constitution,” she added.

According to her, the term Sarawak Day was only stated and directed in a circular from the Office of the Premier of Sarawak, which she claimed is against the Sarawak Constitution.

“S4S would like to appeal to those concerned to look at this issue, as respecting the constitution is very important for the stability and harmony of the multi-racial community in the state,” she pointed out.

From July 22, 1963 to September 15, 1963, she said Sarawak was known to the world as being freed from the influence and colonisation of any power, namely the supremacy of the sultanate of Brunei, the supremacy of the British, the supremacy of Japan and the federation of Malaya.

“The 56 days of freedom in the history of Sarawak marked an independence that was truly free and the Crown of Rajah flag was a flag that truly represented that independence. There is no other flag that tells this history,” she said.

Even when Malaysia was formed, Hanim pointed out that the usage of Rajah Brooke’s flag continued for 10 years before it was changed to the Sarawak Trisakti flag which comprises three colours – red, white and blue.

“S4S opines that any effort to stop the flying and respecting of the Rajah Brooke flag (not the British Colony) is illegal as there is nothing in the Sarawak Constitution that prohibits this,” she explained.

Touching on the Sarawak Independence Day celebration, Hanim urged Sarawakians to celebrate it proudly and in a harmonious atmosphere.

“If we do not know our own history, then the spirit of fighting for the rights of our state will be gone,” said Hanim further.
