The owner (leaseholder) of the apartment is responsible for paying the maintenance charges, ground rent and service charges (including management fee.) The tenant is only responsible for paying the rent and any other ancilliary charges that may have been agreed. i.e. utilities, council tax etc. The owner is the person getting the benefit of management company's services not the tenant.
