Cause of complaint: Withdrawal failure
A few months ago, the scandal of forex broker FFS and its related introducing broker group stirred up the forex circle, and the issue of introducing brokers became a much discussed topic. Another investor’s report that WikiFX got recently resembles the FFS scandal, as in both cases the trading platform and IB were suspected to be manipulated by a same group of scammers. The investor, Mr. Cheng, shared his experience of being defrauded.

Event recap
In March, 2018, Mr. Cheng was introduced to Mfeforex by an IB and began trading on the platform, during which he remained in contact with the IB agent about his deposits and other investment issues. At first, Mr. Cheng’s investment at Mfeforex was profitable and he also developed a trust for the IB, so he never doubted the compliance of Mfeforex. But in December, he was suddenly unable to withdraw.

Mr. Cheng immediately consulted the IB, who told him that the withdrawal channel was “temporarily unavailable” and directed him to transfer his account balance to a designated account, assuring him that they will assist his withdrawal by first “borrowing” and then “returning” the money. The IB also offered a loan receipt and promised to repay the debt within a year. Under the IB’s instructions, Mr. Cheng soon completed the rather peculiar “withdrawal” process and got the “loan receipt” from the IB, but he never received any refund after waiting for a long time. What’s worse, Mr. Cheng also found he could no longer log in the account on Mfeforex , rendering his account balance unavailable. When he tried to contact the broker by email, the address turned out to be invalid. Mr. Cheng then realized that he was cheated.

Analysis
The recent FFS IB scandal revealed the dark sides of illegal forex introducing brokers and consequently led to a wave of trust issues between investors and IBs. In Mr. Cheng’s case, the IB was unnoticeable at first, but as the event unroll, it eventually came to the front stage. The “withdrawal” method it offered Mr. Cheng was rarely seen among the hundreds of exposures made by WikiFX - when investor failed to withdraw from the platform, the IB proposed to assist his refund in the form of “loans”- and what happened next proved that their motivation had nothing to do with responsibility. The “refund” that Mr. Cheng failed to receive was likely to have been pocketed by the IB already, while the inaccessible trading platform and the unavailable balance seemed to suggest some suspicious connection between the IB and Mfeforex itself - It might have been the same group of scammers that were manipulating both of them.

According to the WikiFX App, the NFA(US)’s license for generic financial services that Mfeforex claimed to hold had expired, and the broker has been labeled as “illegal”.
Per investigation, Mfeforex uses white-label MT4 software and is related to the following 6 white-label brokers: Sense Leader(offshore regulation), FFD(suspected cloned license), BwForex(unregulated), ANGUS(overrun), AUG(overrun) and KARTARIE(suspected cloned license).
Please be careful about these brokers.

Conclusion
Although the frequent exposures of illegal forex IBs adds to investors’ mistrust and concerns, it’s also true that revelation of such scandals helps to weed out the unqualified brokers and let the credible ones thrive. Oil prices eased on Friday after three days of gains, with concerns about the state of the global economy amid the U.S.-China trade war keeping prices in check.

U.S. oil CLc1 fell 6 cents, or 0.1%, to $56.65 a barrel by 0050 GMT. The contract is heading for a gain of more than 4% this week, boosted by a decline in U.S inventories and the approach of a hurricane toward Florida.

Brent crude LCOc1 was down 10 cents, or 0.2%, at $60.98, after adding 1% on Thursday.

Worries about a slowdown in economic growth due to the U.S.-China trade war and the flow-on to oil demand have kept a lid on price gains, even as falling inventories indicate a balancing market.

How do unqualified brokers usually promote themselves?

Hypnotizing advertisements

BFS who topped the most-complained list entered the Chinese forex market quite early. Through offering generous bonuses and high leverage, the broker quickly established itself and won over 1 million customers. But last week, news came that the once-prestigious broker might have escaped, which shocked forex investors. Clicking into BFS' website, we were drowned by striking advertising banners about the “Super Bonus Campaign”: On the banners were appealing slogans such as “deposit US$ 500 and attend the Golden Lucky Draw”, “deposit US$ 2,000 and attend the Diamond Lucky Draw”and “exchange US$ 1,888 with a full collection of gift-cards”. Illusions created by such a combination of marketing gimmicks blinded investors and emptied their pockets.

Empty promises of “high rebate”

No. 5 of the list HLJY is a member of the Chinese Gold and Silver Exchange Society(CGSE). Claimed to be “regulated” by CGSE, HLJY promised “high rebate” to introducing brokers and successfully defrauded many gullible IBs and investors. The heavily complained broker is now blacklisted by WikiFX App.

“Sugar coat bullets”

TOKYO, no. 10 on the most complained list, was registered in China and had been in business for less than a year. Though its website claimed that the broker is under supervision of forex regulators VFSC(Vanuatu), NFA(US), FSC(Bulgaria) and FSA(UK), it turned out that none of the regulator's website had TOKYO's information and the broker is unregulated at the moment, with a rating of only 1.14 on WikiFX App. So how did TOKYO fooled investors? According to the broker's victims, their first several withdraws at TOKYO were all successful, and in the excitement of making profits, investors dropped their vigilance and increased investment, unaware that they had been hit by “sugar coat bullets”.

US Conference Board released the latest Consumer Confidence Index. The Index stands at 135.1, higher than the forecasted 129.5 but slightly lower than the previous 135.8.

The Consumer Confidence Index that reflects consumers’ confidence level in economic activity is a key indicator that plays a significant role in overall economy, as it can predict economic trend and consumer spending. A higher than expected reading suggests positive trend for the USD, while a lower than expected Index means the opposite.

Many factors contributed to the August Consumer Confidence Index which is higher than prediction but slightly down from the previous, and the Index provides key reference for predicting the economy. Economists from the Reuters forecasted the Index to be down at 129.5, but it turned out higher than the expectation, dropping only marginally.

The forecast had largely been based on Federal Reserve’s decision to cut interest rate by 0.25% due to trade tension and global economic slowdown. Though without receiving much positive response from the market, the move had given consumers clear signals. Chris Rupkey, Chief Economist of MUFG in New York observed: “Despite the current trade war between China and the US, consumers remain optimistic, which indicates a positive economic outlook in the second half of 2019. The interest rate cut in July may even be viewed as a remedy to the economy, which encourages sustainable growth.

Survey of the US Conference Board showed that the Present Situation Index, which reflects consumer’s attitude towards the current business situation and labor market, rose from 170.9 to 177.2, reaching its highest in 19 years. Meanwhile, the Expectations Index showing consumer’s short-term outlook for income, business, and labor market dropped from 112.4 to 107.0. The Conference Board warned that “consumer’s optimism in short-term economy may be dampened” if the trade conflict persists. On Monday, China and US both sought to ease the tension, as Beijing called for calm and US President Trump expected to reach an agreement. Alleviation of the trade tension helps to boost consumer confidence. The labor market saw a decline of unemployment rate in August, and consumers remained positive about the labor market.

The release of the Index saw marginal rise of gold price, while USD against a basket of currencies was scarcely affected. The US treasury bonds went up while Wall Street stock price went down. Canadian financial analyst Avery Shenfeld noted that domestic demand will offset some of the downdraft in trade for the US. The Index will limit the Federal Reserve for further easing, while showing little impact on the market for the moment.

As Lynn Franco, director of economic indicators and surveys of the Conference Board, said in a statement, “Though some sectors of the economy may be sluggish, consumers remain positive and are quite willing to spend their money.” Although domestic consumption will continue to be the main growth driver in economy, apprehension over financial market volatility and overall economy might undermine consumer confidence and cause instability of the forex market.

Sterling on backfoot as political turmoil dogs Brexit process

Sterling wallowed near a more than two-year low on Tuesday on growing investor worries about a “no-deal Brexit” as rival British lawmakers fought for control over negotiations to leave the European Union.

The euro fell to the lowest in more than two years as weak economic data from the EU underscored expectations for the European Central Bank to ease monetary policy at a meeting next week.

The yuan will come into focus during Asian trading after it slipped to a record low versus the dollar in offshore trade due to fading hopes for a resolution to the U.S.-China trade war.

The pound is likely to remain under pressure ahead of a vote in Britain’s parliament about Brexit later on Tuesday, the outcome of which could trigger an early election and Britain’s exit from the EU without trading agreements.

According to the regulatory information, the licensed office of forex broker XGLOBAL in Cyprus is at 162, Fragklinou Rousvelt, 1st Floor, 3045 Limassol Zypern. WikiFX recently visited the place to check on the broker.

WikiFX team arrived at the office building on 162 Fragklinou Rousvelt and saw the logo of forex broker XGLOBAL on top of the building. Upon entering, we saw the logo of XGLOBAL on the wall, and we also noticed that the office of XGLOBAL on the 1st floor takes up 2 storeys of the building, indicating that it’s a sizable company. We rang the doorbell, but no one came to answer the door. We concluded that the address of XGLOBAL’s licensed office in Cyprus corresponds to that of its regulatory information, and the company is of considerable size.

The dollar was little changed on Tuesday against a basket of currencies, underpinned by safe-haven demand on worries about U.S.-China trade tensions and a chaotic British exit from the European Union.

Initial strength that propelled the dollar to a more than two-year peak faded following a private report that showed the U.S. manufacturing sector in August recorded its first monthly contraction since 2016.

“That’s a reflection on what has been going on on the trade front,” said Don Ellenberger, head of multi-sector strategies at Federated Investors in Pittsburgh.

The steeper-than-expected decline in the factory activity index of the Institute for Supply Management touched off a rally in the U.S. bond market, sending benchmark 10-year yields to their lowest levels since July 2016.
