Indonesia's DSI seen as key tool to strengthen export governance

Jakarta (ANTARA) - The Executive Director of the Center for Energy and Mining Law Studies (PUSHEP), Bisman Bhaktiar, said that PT Danantara Sumberdaya Indonesia (DSI) could serve as a state instrument to strengthen governance and bring added value to natural resource exports.

In a statement on Thursday, Bisman noted that DSI's role would have strong legitimacy as long as the government provides a clear regulatory basis and formal authorization.

He said the state-owned export enterprise should position itself as a commercial operator rather than a regulator, noting that DSI must avoid taking on regulatory functions to prevent overlaps in authority.

Bisman added that DSI could help address long-standing challenges in the commodity export sector, particularly by curbing under-invoicing practices that often result in losses to state revenues.

Through data transparency and integration of trade information, he sees a significant opportunity to reduce the risk of trade manipulation.

"As long as the mechanism is sound, transparent, and does not add to bureaucratic burdens, it will not have a negative impact on investment," he pointed out.

According to him, the implementation of an integrated transaction tracking system would strengthen oversight of export commodity volumes and pricing.

Bisman also welcomed the transition period, saying it would give businesses sufficient time to adapt while minimizing operational risks associated with potential trade contract disruptions. He then reminded that international buyers generally prioritize supply reliability, consistent commodity quality, contract compliance, and solid financing support capabilities.

Therefore, DSI must uphold high standards of integrity and professionalism to build credibility in global markets. Effective oversight is also needed to prevent loopholes in the export trade of these valuable commodities.

"DSI must focus on increasing transparency and enhancing the value of Indonesia's exports. Professional and fair governance must be a priority to gain the trust of the global market. Governance must be clean and avoid rent-seeking," Bisman pointed out.

The government has tasked DSI with managing and overseeing export transactions involving strategic natural resource commodities, initially covering coal, crude palm oil (CPO), and ferroalloys.
