Govt to issue presidential rule on "ojol" before August 17

Jakarta (ANTARA) - The Indonesian government is finalizing a presidential regulation establishing a legal framework and economic protections for online motorcycle taxi (ojol) drivers prior to Independence Day on August 17.

Speaking at the Parliamentary Complex in Senayan, Jakarta, Monday, Transportation Minister Dudy Purwagandhi stated that the upcoming regulation specifically targets two-wheeled transport services, encompassing both passenger transport and logistics delivery.

"The focus of the regulation is on the delivery of people and goods, specifically for two-wheeled vehicles," Dudy said, noting that four-wheeled ride-hailing services are not covered under this specific presidential decree.

He added that inter-ministerial teams are carefully reviewing the wording of the draft to ensure clear implementation on the ground.

"We are finalizing it word by word to avoid misinterpretation, particularly regarding document and goods delivery," Dudy explained.

Minister of the State Secretariat Prasetyo Hadi separately confirmed that under the finalized draft, online motorcycle taxi drivers will be formally classified as micro, small, and medium enterprises (MSMEs).

Elaborating on the classification, MSMEs Minister Maman Abdurrahman stated that the MSME status will grant driver-partners flexible working hours while making them eligible for government incentive packages designed for small businesses.

Maman explicitly refuted rumors claiming that drivers earning within the Rp10 million to Rp15 million range (approximately US$635 to US$952) would face new tax liabilities under the regulatory framework.

"I can confirm that stories circulating claiming motorcycle taxi drivers will be taxed—are 100 percent false," Maman emphasized, adding that driver associations and community groups have expressed strong support for the policy as an opportunity to expand small-scale transport enterprises.
