Laporan berita mengatakan the bull belonged to a firm owned by syrians, and it was supposed to be transported by boat for export (to Syria).
The bull jumped out of the truck that was moving it to the docks, and that was that.
The syrian owners blocked him in the small alleyway with two cars, then waited for the veterinarian to use the tranquiliser.

I imagine the flimsy rope was all they could find around there, however the animal was under the effect of the tranquiliser and complied rather easily.
They also say that the policeman is in the hospital with serious wounds, but his life is not in danger. He was lucky he protected his chest with his arms right before the impact.
