KPAI urges govt to enforce child online safety rules

Jakarta (ANTARA) - Indonesia’s child protection agency urged firm enforcement of new rules governing children’s use of digital platforms, as the government prepares to roll out restrictions under a regulation aimed at strengthening online safety.

The Indonesian Child Protection Commission (KPAI) called on authorities to strictly enforce Government Regulation No. 17 of 2025 on Electronic System Governance for Child Protection, known as PP Tunas, and to ensure compliance among digital platform operators.

“The KPAI hopes the government will be firm in enforcing PP Tunas and monitor compliance by digital platforms, followed by strict sanctions,” KPAI member Kawiyan said in Jakarta on Wednesday.

He said a firm stance is crucial given the regulation’s central role in protecting children in the digital space, where risks such as harmful content and data misuse remain prevalent.

“The implementation of PP Tunas on March 28, 2026, marked by access restrictions on several social media platforms, is an initial step in a broader national commitment to safeguarding children online,” Kawiyan said.

He stressed that effective implementation will require strong commitment from platform operators, which play a key role in enforcing safeguards and preventing violations.

Digital platforms, he said, must comply with all provisions in the regulation, including conducting risk assessments, applying age-based access controls, protecting children’s personal data and strengthening content moderation systems.

The Ministry of Communication and Digital Affairs has issued Ministerial Regulation No. 9 of 2026 as a technical guideline to support the implementation of PP Tunas.

Under the new rules, which take effect on March 28, digital platforms are prohibited from allowing children under 16 to create social media accounts.

Platforms are also required to block or deactivate high-risk accounts belonging to users under the age of 16.

The policy will be implemented in phases. In the initial stage, eight platforms—YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live and Roblox—are required to enforce account restrictions for underage users.
