Saya tak nampak dah peranan Remisier apabila terbabit dengan IPO..mereka hanya terima komisen urusniaga kita..kalu kita buat sendiri secara online, semakin rendah komisen mereka. Why not SC tamatkan shj service Remisier ni.

A dying profession

KUALA LUMPUR (Dec 14, 2012): Is the regulator replacing the role of remisiers with automated screen based trading and favouring the unit trust and fund management industry? That is certainly the impression created by the policies implemented in recent years, said remisiers.

According to the Remisiers Association of Malaysia (Persama) president Sam Ng, its members have expressed difficulties in doing business over the years due to a lowering of brokerage rates, made worse that the Securities Commission (SC) allows for online investors to pay lower rates.

The commission rate for remisiers for T+3 settlement (trading day plus three working days) has dropped to 0.7%, while that of internet trading is lower at 0.42%.

Ng claimed that the differing brokerage rates in the industry has resulted in low trading volume and liquidity as less remisiers are available to service and educate investors and promote trading on the secondary market.

He said many remisiers have moved out of the profession as they can't make a living on the income from their low commission rates.

"During the good old days, every retail investor looks for remisiers to do their trading but today, very few do that. That's because retail investors prefer to transact over the internet, which offers near-to-zero commission rates," he told SunBiz in an interview.

Remisiers are agents of brokerages who sell stocks for a commission. Today, of the 6,000 licensed remisiers in the country, only 2,000 to 3,000 are active.

Then there are bank-backed stock brokerage firms that give zero commission rates, but investors must open an account with the bank and place a certain amount of money in it. In return, the bank would cross-sell its other products such as unit trusts or wealth management products to these investors.

"This practise has led to remisiers' income dropping by as much as 90% in the last decade due to competition from bank-backed stock brokerage firms that charge low rates.

"This creates an unhealthy practise in the industry. We have spoken to the SC. We have brought this matter up for many years, but they (the SC) feel their views are right," said Ng.

He believes that the government needs to retain the function of intermediaries or remisiers in order to promote trading activities and liquidity in the capital market.

"Since 2008, the SC has allowed retail investors to access the capital market through internet trading as a way to provide better facilities to retail investors, but these investors have been using the internet for occasional trading, which does not contribute to trading activity at all," he added.

Ng said the regulator believes that online trading allows the public to trade in a much protected environment and pay lower commission rate. The regulator had also said that it would hold investor roadshows for the public to make educated decisions about online trading and help them understand capital markets.

"This is not the case," he said. "The regulator has failed to educate the public about investing and this has resulted in investors moving towards other types of investments such as commodities and gold as they do not understand the capital markets."

"Investors have lost the direction to invest in shares and without remisiers, it is even worse because they cannot find the proper channel (to understand market trading activities and invest)," he added.

Due to the liberalisation of commission rates, the number of new remisiers has dwindled, with many new entrants leaving for other industries.

The remaining remisiers, meanwhile, are much older with a large number close to retirement age.

The staggering reality is that new remisiers account for less than 1% of all remisiers while Persama has about 1,000 members, said Ng. And that pattern is likely to go on.

"If remisiers can educate and promote (the interest), jobs will be created and spending will increase to create market activity and liquidity, but today the structure has been developed to eliminate the functions of intermediaries."

Remisiers might never recover their former glory, Ng admitted. Its only hope for a level playing field so that remisiers can thrive.

Therefore, there has to be a floor rate or basic for intermediaries, as with any other industry.

"We are not asking for an increase, we just want a floor (base) rate…we want a floor rate that is competitive with those of other Asean exchanges," he said.

Ng said the current structure is based on the International Organisation of Securities Commissions (IOSCO), which was formed in Europe whereby everything is fully liberalised.

"The SC said asset management has been doing well and retail investors can go online to invest in assets and unit trusts, but it ends up allowing unit trust managers to lead the trading activity for liquidity which is unlikely to work.

"The SC has to be independent to allow all intermediaries to perform their roles, but it is not. There is no retail participation in the market; this year the market has been good but remisiers' phones are not ringing," he added.

In the final analysis, it is arguable whether retail participation in the stock market would increase in tandem with falling commission rates.

According to Bursa Malaysia statistics, trading participation from local retail investors only accounted for 46.19% of trading volume and 12.09% of trading value in November 2012. In comparison, trading activity from retailers used to be as high as 70% of trading value during the heydays in the 1990s, when commission rates were at much higher levels.

In the meantime, remisiers who wish to continue to make a decent living under the prevailing tough market condition would have not choice but to offer more value-added services such as providing valuable investment advices.

saya hanya apply online untuk switching...

nampaknya govt semakin mengurangkan perana orang tengah (agent)..

dgr kata komisen agent insurans juga akan dikurangkan..
