Indonesia's aviation safety score tops global average, ministry says

Jakarta (ANTARA) - Indonesia’s aviation safety and security performance scored 78.85 percent in an International Civil Aviation Organization audit, above the global average of 70.6 percent, the Transportation Ministry said Monday.

Transportation Ministry Director General of Civil Aviation Lukman F Laisa said the score was based on the International Civil Aviation Organization’s Universal Safety Oversight Audit Programme (USOAP).

Lukman said the ministry was continuing to update aviation regulations to keep pace with international standards set by ICAO.

“International regulations are developing dynamically, and we have to adjust quickly. That is why we hold meetings almost every week to prepare new regulations and align them with the latest Annex requirements,” he said at a press conference in Jakarta.

Lukman said every change to ICAO standards in its Annexes must be followed by updates to national regulations to keep Indonesia’s aviation rules aligned with international standards.

Regulatory readiness is also part of Indonesia’s preparations for future USOAP audits, he said.

He cited the development of unmanned aircraft, or drones, as an example of emerging technology creating a need for new aviation regulations.

Drones are no longer used only for recreational purposes but are increasingly being developed for cargo and passenger transport, he said.

The government therefore needs regulations covering various aspects of drone operations, including pilots, facilities, navigation, organizations, and airports, Lukman said.

Drone technology development is one of the agendas Indonesia plans to promote if elected to the ICAO Council, alongside aviation workforce development and sustainable aviation.

Indonesia is seeking a seat on the ICAO Council after last serving on the body in 2001.

The election of four additional ICAO Council members will take place during the 43rd Extraordinary Session of the ICAO Assembly on Nov. 19-20, 2026, in Montreal, Canada.

ICAO is a United Nations specialized agency established in 1944 to administer the Chicago Convention and set international civil aviation standards and policies.

The ICAO Council determines the organization’s policy direction and comprises member states elected directly by the ICAO Assembly for three-year terms.
