1Care health scheme to be replaced

Putrajaya, 5 February. The Government today announced that the controversial 1Care health care system will be replaced. The 1Care programme, reportedly modelled after the UK National Health Service, has been much criticised by medical practitioners and public alike. Critics have lambasted the government for the anticipated rise in the cost of health care, rigidity of the programme and the lack of consultation.
Speaking at a special news conference in the Federal capital this morning, the Secretary General of the Ministry of Health and Sickness, Datuk Dr Rahim Pawang told reporters that after carefully considering the views of the rakyat and the medical practitioners, the Ministry has decided replace the 1Care programme with another programme that will be cheaper, more flexible and rakyat-friendly.
“We are concerned about the rakyat health and wealth. We do not want to burden our people unnecessarily. So if the rakyat is not happy with the 1Care programme, we have to change it lah. Our new programme will use local remedies and be cheaper and flexible. We have actually discussed with Datuk Tony Fernandes how to make our health care very very cheap. Now everyone can get sick lah without having to worry about medical bills” said Datuk Rahim.
Monyet News Network has learnt that the new programme will be called Skim Amalan Kesihatan Insan Tersayang or in short 1SAKIT. The scheme is apparently modelled after the health care programmes in Burkina Faso and Niger in West Africa – which the ministry officials visited last month.
According to Datuk Rahim “the programmes in Burkina Faso and Niger are actually quite good. The people there rely on their witch doctors who provide effective service for only a nominal fee. Sometimes people can even pay with chickens or coconuts. And the best thing is their success rate is very good – only 4 out of every 10 patients die or become crippled. This is a very good by international standards. Since we have our own bomoh, pawang, sami and shamans, we plan to adopt this system in Malaysia”
Bomohs and dukuns will be the backbone of the new 1SAKIT national healthcare scheme
Under the 1SAKIT programme, Malaysians may visit any bomoh registered with the Ministry as often as they wish. The payment structure has been kept simple and affordable. Rakyat will also be eligible to obtain subsidized chickens, goats or cows from NFC:
Lawatan biasa, bomoh biasa
RM 3, 1 ekor ayam and 2 biji limau
Sakit tenat, bomoh biasa
RM 3, 1 ekor ayam and 4 biji limau
Sakit tenat, bomoh pakar
RM 5, 1 ekor ayam and 4 biji limau
Penyakit ganjil, bomoh pakar
RM 5, 1 ekor kambing and 4 biji limau
Sakit buntut, bomoh pakar
RM 5, 1 ekor kambing and 4 biji terung
Pembedahan biasa
RM 10, 2 ekor kambing and 2 biji kelapa
Pembedahan kritikal
RM 10, 2 ekor lembu and 4 biji kelapa
When contacted, a spokesman from the Ministry said “all existing medical doctors will have to be retrained before they can be registered under the 1SAKIT programme. We don’t care if they have advanced medical degrees or skilled in brain surgery – everyone has to be retrained. The rakyat wants cheap health care and we respect that. We will close down all hospitals and build pondoks for all our registered bomohs. The Malaysian Association of Doctor (MAD) will be dissolved and the new Lembaga Bomoh & Dukun Moden Malaysia will be established”.
According to a highly placed source inside the Ministry, for cases where the patient is very critical and in need of complex surgeries or when there is no local expertise, the witch doctors from Bukina Faso and Niger may be brought in at the government’s expense. The bomoh siam are also in the foreign experts’ list.

Lili Kasturi, the local healthcare campaigner, lauded the move by the Ministry. “This is the best news of the year. I wish to congratulate the Ministry for their caring attitude and foresight in replacing the 1CARE programme with the 1SAKIT scheme. Now everyone can get sick without worrying about the doctors bill and cost of medication. This will also boost the income and stature of our local bomohs”.
When contacted by MNN, the Malaysian Association of Doctors (MAD) has little to say. The secretary general of the association, Dr Simon Mah, told MNN “we have no choice but to comply with the Ministry’s ruling. This week, the first batch of 150 cardiologists and cardio-surgeons will undergo the Part 1 of the basic course at the Mona Fendy Institute for Bomoh and Dukuns Malaysia at Kuala Besut, Terengganu. Next week, we are arranging for our neurologists and neurosurgeons to go for the same training. We, at MAD, support the 1SAKIT programme. It is after all for the good of the rakyat”.
The news about the 1SAKIT scheme may be music to ears of the rakyat. However the biggest beneficiaries are likely to be the local poultry farmers. Tan Tiong Lok, the Chairman of the Persatuan Penternak Ayam and Kambing Selangor, said “we are expecting a rise in demand for chickens and goats which the people will use to pay the bomohs. Many of our members are expanding their capacities while some are also diversifying into the lime and coconut business”.
