Default Kajian semula projek mega tidak bermakna perniagaan dengan pelabur merosot



Menteri Hal Ehwal Ekonomi Datuk Seri Mohamed Azmin Ali berkata keputusan kerajaan untuk mengkaji semula beberapa projek infrastruktur mega tidak bermakna perniagaan tempatan akan ditakrifkan, kerana terdapat banyak projek "berorientasi rakyat" yang masih perlu dijalankan.

Mohamed Azmin mengakui bahawa kajian terhadap projek-projek itu merupakan perhatian kepada perniagaan-perniagaan domestik.

"Untuk perniagaan tempatan terdapat beberapa masalah kerana mereka memerlukan pemerintah untuk mewujudkan lebih banyak kegiatan ekonomi bagi mereka mendapatkan peluang. Mungkin dengan itu [kajian semula megaprojek] merupakan kebimbangan kepada sesetengah pelabur tempatan.

"Kami telah menjelaskan bahawa kami mempunyai hutang besar [untuk ditangani] tetapi kami pastinya tidak akan menghentikan pembangunan di Malaysia kerana itu akan memberi kesan kepada pertumbuhan ekonomi," katanya kepada pemberita selepas merasmikan eksekutif baru pembukaan American Malaysian Chamber of Commerce’s (Amcham) semalam.

"Kami telah memutuskan di kabinet [dan] di Parlimen bahawa projek infrastruktur dan projek Prasarana Malaysia akan diteruskan, juga (kerja-kerja) hospital, sekolah, bekalan air, jalan raya dan elektrik.

"Apa yang dilakukan dalam beberapa bulan lalu ialah mengkaji semula semua projek megaproject ini kerana prosesnya tidak telus, tetapi projek untuk rakyat, yang berorientasikan rakyat, akan diteruskan," tambah Mohamed Azmin.

Menteri itu berkata demikian sebagai tindak balas kepada soalan-soalan mengenai Indeks Keyakinan Perniagaan RAM yang baru diterbitkan, berdasarkan kaji selidik 3,500 perniagaan di Malaysia, yang menunjukkan keyakinan perniagaan telah jatuh ke tahap paling rendah sejak indeksnya mula menjejaki pada tahun 2017.

Mohamed Azmin berkata Malaysia sedang mengalami pertumbuhan dalam pelaburan langsung asing (FDI), yang menunjukkan keyakinan asing terhadap ekonomi Malaysia.

"Saya merasa gembira menyatakan keyakinan semula pelabur terhadap ekonomi Malaysia. Jika anda lihat jumlah pelaburan langsung asing (FDI) yang akan datang pada tahun ini selepas pilihan raya, amat menggalakkan.

"Dari segi jumlah, kapasiti dan pelaburan perdagangan, dan berdasarkan penglibatan kami dengan dewan dan pertemuan dengan diplomat asing yang mewakili komuniti mereka di sini, mereka sangat yakin bahawa kerajaan baru telah mengambil arah yang jelas untuk meningkatkan ekonomi, "katanya.

Menurut data dari Lembaga Pembangunan Pelaburan Malaysia, Malaysia menarik pelaburan bernilai RM139.3 bilion dalam sektor perkilangan, perkhidmatan dan sektor utama dalam sembilan bulan pertama tahun 2018, meningkat 18% daripada RM118.1 bilion dalam tempoh yang sama 2017.

Pelaburan langsung asing FDI sepanjang tempoh tersebut meningkat sebanyak 109.7% kepada RM64.1 bilion, daripada RM30.55 bilion sebelumnya, terutamanya disebabkan oleh pertumbuhan yang dicatatkan dalam sektor perkilangan.

Mengenai ketegangan perdagangan China-AS, Mohamed Azmin berkata kerajaan perlu mengambil langkah-langkah proaktif dan mengubah krisis menjadi peluang ekonomi.

"Ini adalah kebimbangan yang diakui oleh kalangan negara-negara di seluruh dunia mengenai perang perdagangan. Walau bagaimanapun, Malaysia berada di lokasi yang strategik, dan kami bersedia menerima pelaburan baru dan mana-mana perniagaan yang ingin memanfaatkan infrastruktur kami yang dirancang dengan baik, hubungan serantau, kestabilan politik dan kumpulan pekerja mahir untuk menubuhkan hab serantau mereka di negara ini, "katanya.

‘Project reviews do not mean businesses are doomed’

Economic Affairs Minister Datuk Seri Mohamed Azmin Ali said the government’s decision to review certain mega infrastructure projects does not mean that local businesses are doomed, as there are many “people-oriented” projects that still have to be carried out.

Mohamed Azmin acknowledged that the review of the projects was a concern for domestic businesses.

“For local [businesses] there are some issues as they need the government to create more economic activities so that they have the opportunities. Perhaps that [review of megaprojects] was a concern for some domestic investors.

“We have explained that we have a huge debt [to tackle] but we are certainly not going to stop the development in Malaysia as that would impact the growth of the economy,” he told reporters after officiating at the opening of the American Malaysian Chamber of Commerce’s (Amcham) new executive office yesterday.

“We have decided in the cabinet [and] in Parliament that infrastructure projects and Prasarana Malaysia projects will be continued, as well as hospitals, schools, water supply, roads and electrical [works].

“What was done in the last few months was to review all these megaprojects because the process was not as transparent [before], but projects for the rakyat, that are people-oriented, [that] we will continue,” Mohamed Azmin added.

The minister said this in response to questions on the recently published RAM Business Confidence Index, based on a survey of 3,500 businesses in Malaysia, which showed that business confidence has fallen to the lowest level since the index began tracking in 2017.

Mohamed Azmin said Malaysia is experiencing growth in foreign direct investments (FDI), indicating foreign confidence in the Malaysian economy.

“I am glad to note that the level of confidence in the Malaysian economy is back. If you look at the total FDI that is coming this year after the election, it is very promising.

“In terms of numbers, in terms of volume and trade investment, and based on our engagement with chambers and [meetings] with foreign diplomats that represent their communities here, they are very confident that the new government has taken a clear direction to improve our economy,” he said.

According to data from the Malaysian Investment Development Authority, Malaysia attracted RM139.3 billion in approved investments in the manufacturing, services and primary sectors in the first nine months of 2018, a rise of 18% from RM118.1 billion during the same period in 2017.

FDI during the period increased by 109.7% to RM64.1 billion, from RM30.55 billion previously, mainly due to the growth recorded in the manufacturing sector.

On the Sino-US trade tensions, Mohamed Azmin said the government will have to take proactive measures and turn the crisis into economic opportunities.

“These are legitimate concerns among countries all over the world regarding the trade war. [Nevertheless] Malaysia is in a strategic location, and we are ready to accept new investments and any businesses that wish to take advantage of our well-planned infrastructure, connectivity to the region, political stability and a ready pool of skilled workers to establish their regional hubs in the country,” he said.
