KUALA LUMPUR: Kerajaan Malaysia dituntut memberi penjelasan berhubung kos pajakan 28 unit helikopter menerusi kontrak bernilai RM16 bilion ($4.8 bilion) bagi tempoh 15 tahun untuk pasukan keselamatan negara itu.

Ketua pembangkang, Datuk Seri Hamzah Zainudin, yang mendakwa wujud skandal baru terpalit kerajaan berkaitan sewaan helikopter terbabit berkata jumlah kos itu dilihat sangat besar jika dibandingkan dengan kos pembelian 32 helikopter yang dibuat Poland.

“Pada 3 Februari Yang di-Pertuan Agong (Sultan Ibrahim) beritahu jangan ada perkara peribadi yang dibawa (ke Dewan Rakyat) dan (Ahli Parlimen) mesti mempertahankan hak rakyat.

“Ini yang saya nak pertahankan, pasal apa kerajaan membuat dasar menyewa helikopter yang begitu tinggi harganya. Ada bukti lagi baru-baru ini bahawa helikopter yang dibeli oleh sebuah negara Poland berharga AS$1.83 bilion ($2.47).

“Ini menunjukkan mereka beli (helikopter) pada harga yang murah sangat, lebih kurang RM8 atau RM9 bilion,” katanya ketika membahaskan usul menjunjung kasih titah diraja di Dewan Rakyat, pada 4 Februari, lapor Malaysiakini.

Datuk Hamzah turut mempertikaikan perjanjian kerajaan dalam pajakan 28 helikopter bernilai RM16.6 bilion.

“Yang kita tandatangan kontrak untuk 28 helikopter berjumlah RM16.6 bilion. Sewa pula tu, bukan beli. Inilah yang kami (pembangkang) perjuangkan,” katanya.


Bekas Menteri Dalam Negeri itu juga mendedahkan bahawa beliau sebelum ini telah menolak dasar perjanjian yang ditawarkan syarikat pajakan helikopter tersebut ketika masih dalam kerajaan.

“Syarikat yang dapat projek tersebut, masa saya jadi Menteri Dalam Negeri mereka memohon membuat dasar yang sama, kontrak yang sama dan saya serahkan kepada pegawai kerajaan.

“Mereka buat kajian dan siasatan dan akhirnya bawa kepada saya mereka kata tak bagus untuk gunakan dasar ini.

“Lebih baik untuk kita membeli dan beri kontrak perkhidmatan penyelenggaraan, pembaikan dan baik pulih (MRO) kepada pengusaha-pengusaha dalam negeri, memberi ruang dan peluang pekerjaan yang lebih baik dan semua itu adalah perkara-perkara yang telah pun diambil kira dan saya pun menolaknya,” katanya.

Datuk Hamzah menyuarakan kebimbangannya bahawa generasi masa depan akan terpaksa menanggung beban hutang yang besar akibat keputusan kerajaan itu.

Media Malaysia melaporkan kerajaan Malaysia telah menandatangani kontrak bernilai RM16 bilion untuk menyewa 28 helikopter bagi tempoh 15 tahun.

Menurut Menteri Pertahanan, Datuk Seri Mohamed Khaled Nordin, pajakan helikopter itu dibuat untuk beberapa agensi keselamatan dan pertahanan Malaysia.

KUALA LUMPUR: Ketua Pembangkang, Datuk Seri Hamzah Zainudin, mendakwa wujud skandal baharu terpalit kerajaan berkaitan sewaan 28 helikopter jenis AW139 yang bernilai RM16.6 billion.

Ahli Parlimen Larut itu mempersoalkan mengapa sewaan helikopter berkenaan begitu mahal sedangkan negara lain boleh saja membelinya dengan harga lebih rendah.

Justeru, beliau berharap kerajaan mengambil tindakan sewajarnya agar generasi akan datang tidak terpaksa menanggung bebanan hutang ekoran kos terpaksa ditanggung untuk helikopter berkenaan.

"Semalam Yang di-Pertuan Agong bertitah jangan ada perkara-perkara peribadi yang dibawa dan mesti mempertahankan untuk rakyat. Ini yang saya nak pertahankan.


"Kenapa kerajaan membuat dasar menyewa helikopter (dengan kos) yang terlalu tinggi harganya.

"Walhal syarikat yang dapat itu telah pun (buat permohonan) masa saya menjadi Menteri Dalam Negeri. Mereka memohon membuat dasar yang sama, kontrak yang sama.

"Saya serahkan pada pegawai kerajaan, dan mereka buat siasatan buat kajian dan bawa kepada saya... tidak elok untuk gunakan dasar sebegitu)," katanya membahaskan Usul Menjunjung Kasih Titah Diraja di Dewan Rakyat petang ini.

Untuk rekod, Hamzah pernah menjadi Menteri Dalam Negeri pada 2020 sewaktu kerajaan pimpinan Tan Sri Muhyiddin Yassin sebagai Perdana Menteri.

Hamzah mendedahkan ada bukti bahawa baru-baru ini helikopter yangg dibeli oleh Poland.

"Poland menandatangani sebuah kontrak bernilai 8.25 bilion zlotys (AS$1.83 bilion) untuk membeli 32 helikopter AW149 dari Leonardo, sebuah syarikat kumpulan pertahanan dari Itali

"Ini menunjukkan bahawa mereka beli murah sangat. Yang kita (Kerajaan) ini tandatangan kontrak 28 buah helikopter bernilai RM16.6 bilion (untuk) sewa pula tu," katanya.

Dengan kontrak sewaan semahal itu, Hamzah berkata lebih baik kerajaan memberi helikopter dan memberi kontrak perkhidmatan penyelenggaraan, pembaikan dan baik pulih (MRO) kepada syarikat tempatan.

Dengan cara itu, katanya ia sekali gus dapat juga membuka peluang pekerjaan kepada warga negara.

"Lebih baik, untuk kita membeli dan bagi kontrak MRO kepada pengusaha-pengusaha dalam negeri, dan memberi peluang pekerjaan yang lebih.

"Semua itu perkara-perkara yang diambil kira dan saya menolaknya," katanya.

Kuala Lumpur: Isu berkaitan sewaan 28 helikopter jenis AW139 bernilai RM16.6 bilion akan dijelaskan oleh Menteri Pertahanan Datuk Seri Mohamed Khaled Nordin.

Perdana Menteri Datuk Seri Anwar Ibrahim menyatakan perkara itu apabila ditanya mengenai dakwaan wujudnya skandal baharu berkaitan sewaan helikopter terbabit.

"Menteri Pertahanan akan jelaskan," katanya ringkas kepada pemberita ketika ditemui selepas melancarkan dua jilid buku yang berjudul 'A Malik Bennabi Reader' serta penubuhan Institut Antarabangsa Pengajian Masa Depan di Institut Pemikiran dan Tamadun Islam Antarabangsa (ISTAC), hari ini.

Beliau mengulas dakwaan Ketua Pembangkang Datuk Seri Hamzah Zainudin bahawa wujud skandal baharu terpalit kerajaan berkaitan sewaan 28 helikopter jenis AW139 yang bernilai RM16.6 bilion.

KUALA LUMPUR, Nov 28 — Prime Minister Datuk Seri Anwar Ibrahim told Parliament today that the RM16 billion contract to lease over two dozen Leonardo helicopters for 15 years is backed by a tacit guarantee from the Italian government.

He dismissed claims the negotiations lacked transparency, that the contract was awarded based on submitted proposals and was the result of a government-to-government negotiation.

He added that Italian Prime Minister Giorgia Meloni, during the G20 conference in Brazil, assured that Leonardo would provide the best service.

The Italian government holds a 30 per cent stake in Leonardo SpA, an aerospace, defence, and security company regarded as one of the best in the world.

“We wanted the negotiations for the helicopters to be transparent and directly between governments, without the involvement of agents. We also felt it would be more efficient to streamline the negotiations to avoid multiple discussions among different agencies,” Anwar said.

“We decided to consolidate the agencies that needed the helicopters and negotiate as a group to control costs. In fact, during the G20 in Rio de Janeiro, the Italian PM assured me that the Italian government would provide full cooperation.”

Defence Minister Datuk Seri Mohamed Khaled Nordin announced the award of the leasing contract on November 20. He said the contract is a lease-to-own arrangement, with the option to purchase all 28 helicopters for a nominal RM1.

Under the framework agreement, Leonardo will supply 12 aircraft for the Royal Malaysian Air Force, four for the Maritime Enforcement Agency, and two for the Navy.

The Royal Malaysian Police and the Fire & Rescue Department will receive seven and two units, respectively. The remaining helicopter is designated for the Prime Minister’s Department.

Anwar said the lease contract will include a clause for training maintenance and repair training, as well as parts manufacturing under an agreement for knowledge and technology transfer.

This is the second large leasing contract under the Anwar government, which is ramping up its cost-efficiency drive.

In August, the Ministry of Transport announced that Keretapi Tanah Melayu Bhd (KTMB) would acquire 62 passenger train sets through a rolling stock leasing agreement between China and Malaysia valued at some RM10 billion.

“From a policy perspective we agree the leasing approach is better because we don’t want (these assets) to be a financial burden for the country,” the prime minister said.

“There are instances in which even if we buy something cheaper, the maintenance cost would far surpass the cost of purchase. That’s why we reviewed the matter, then we found that leasing and MRO contracts (is better) because we also ask them to conduct the training and parts development (partially) here.”
 
Malaysian Government Signs Lease Agreement for 28 Helicopters to Support Multiple Agencies

(DEFENCE SECURITY ASIA) – A few days ago, the government signed an agreement with Weststar Aviation Sdn Bhd to lease 28 helicopters for use by ministries and other government agencies.

At the signing ceremony in Putrajaya, the government was represented by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, while Weststar Aviation was represented by its chairman, Tan Sri Dr. Syed Azman Syed Ibrahim.

“This agreement reflects the government’s commitment to strengthening the operational capabilities of relevant agencies, particularly in executing critical tasks that require aerial logistical support.”

“The privatization approach through asset leasing is a strategic step that not only enhances procurement efficiency but also ensures more effective and optimal resource utilization,” said the Chief Secretary in a Facebook post a few days ago.

In November, Malaysian Defence Minister Datuk Seri Mohamed Khaled Nordin stated that the Malaysian Armed Forces (ATM) and other national security agencies would operate 28 helicopters through a leasing arrangement.

Speaking during the winding-up session of the 2025 Supply Bill in the Dewan Rakyat, he said the lease procurement of the helicopters involves a contract worth RM16.5 billion over a 15-year period.

However, he did not disclose the type of helicopters being leased or the companies involved in the contract.
“This asset lease procurement is the first of its kind, executed by the Public-Private Partnership Unit (UKAS) under the Prime Minister’s Department. The procurement involves a contract valued at RM16.546 billion for a 15-year lease period.”

“It involves 28 helicopters and will benefit not only the ATM but also other national security agencies,” he said.

Under the lease contract, the Royal Malaysian Navy (TLDM) will receive two helicopters, while the Royal Malaysian Air Force (TUDM) will receive the largest share with 12 helicopters.

Meanwhile, the Royal Malaysian Police (PDRM) will receive seven helicopters, the Malaysian Maritime Enforcement Agency (APMM) will receive four, the Fire and Rescue Department will receive two, and the Prime Minister’s Department will receive one helicopter.

According to Mohamed Khaled, the primary objective of the lease involving 28 helicopters is to meet the operational needs of user agencies, conduct daily aerial operations, and carry out specific missions beyond warfare.

Regarding the RM16 billion contract cost for leasing the helicopters over 15 years, he described the expenditure as “highly reasonable.”

“The government considers the cost justified as it includes helicopter supply, insurance coverage, Maintenance, Repair, and Overhaul (MRO) services, spare parts, storage, courses, training, and off-base maintenance,” he said.

The Defence Minister added that the leasing arrangement addresses key issues related to the availability and readiness of existing helicopters.
The leasing company is required to ensure a minimum helicopter availability and readiness level of 85 percent, guaranteeing flight hours based on the operational needs of each agency.

“Under this leasing concept, end-users such as the ATM and its services are not required to issue MRO contracts or procure spare parts,” he said.

“All these aspects will be handled by the leasing company, and this is a lease-to-own arrangement. After 15 years, the government will have the option to purchase all 28 helicopters for a nominal price of RM1.”

The Defence Minister explained that after 15 years, the estimated value of each helicopter would range between RM30 million and RM50 million.

However, the government will be offered the opportunity to acquire them for just RM1. – DSA
