India trade group slams issuance of refined palm oil import licences



NEW DELHI (Feb 20): An Indian trade group representing vegetable oil importers on Thursday slammed the Government for issuing licences to import refined palm oil, saying this was not in line with the "stated objective" of last month's order restricting RBD palm olein imports.

Referring to media reports that the Ministry of Commerce's Directorate General of Foreign Trade (DGFT) has issued permits to import 1.1 million tonnes of RBD palm olein, the Mumbai-based Solvent Extractors' Association (SEA) of India asked for a review of "the rationale for issuing such licences which are at variance with our country's stated objective" of supporting local refining.

"We are dismayed at this action which has the potential of destroying palm refining industry in the country," SEA said in a statement.

It said with a massive mustard crop ready for harvesting, refined palm oil imports will depress domestic oilseed prices and the government may be left with huge stockpiles.

India relies on imports for 70 percent of its edible oil requirements and palm oil from Indonesia and Malaysia constitutes two-thirds of its annual imports of 15 million tonnes.

The new import licences are reportedly for RBD palm olein from Indonesia.

India imported 594,804 tonnes of palm oil in January, almost 20 percent less than December’s volumes.

Dalam kenyataan pertamanya selepas Muhyiddin Yassin dilantik sebagai perdana menteri Malaysia kelapan, Wee berkata sebarang salah faham yang lalu dengan kerajaan India perlu diselesaikan.
"Saya ingin mengambil kesempatan ini untuk menghantar mesej kepada kerajaan India.

"Keadaan telah berubah di negara kami. India perlu menimbang semula keputusannya untuk memboikot import minyak sawit dari Malaysia.



"Tolong biarkan perdagangan bebas dan adil semula untuk faedah bersama kedua-dua negara," kata Wee.

India menggesa pengimport negara itu memboikot minyak kelapa sawit Malaysia berikutan berlakunya ketegangan diplomatik antara kedua-dua negara berikutan komen mantan perdana menteri Dr Mahathir Mohamad mengenai Kashmir.

Wee juga sangat kritikal terhadap bekas Menteri Perusahaan Utama, Teresa Kok berhubung pengendalian industri minyak sawit di negara ini.

MCA mempunyai dua kerusi di Dewan Rakyat dan akan menjadi sebahagian daripada kerajaan baru Muhyiddin.

MUMBAI: India keluarkan lesen import untuk 1.1 juta tan minyak sawit bertapis dari Indonesia, menurut sumber kerajaan dan perdagangan.

Difahamkan, langkah itu mengejutkan industri sawit kerana sebelum ini India dilaporkan menyekat sama sekali import komoditi itu.

Tindakan menyambung semula pembelian minyak sawit bertapis oleh India, yang juga pengimport terbesar, dilihat mampu melonjak kadar import, sekali gus menyokong pasaran minyak sawit Malaysia.

Pada 8 Januari lalu, India menyenaraikan minyak sawit sebagai barang terhad susulan tindak balas terhadap pembekal utama iaitu Malaysia, yang mengkritik tindakan negara itu di Kashmir dan penggubalan undang-undang kewarganegaraan.

Kelonggaran itu mendorong pedagang mendapatkan izin daripada Direktorat Awam Perdagangan Luar Negara (DGFT) untuk memohon lesen import minyak sawit bertapis.

Bahagian Kementerian Perdagangan dilaporkan menerima lebih 100 permohonan untuk mendapatkan lesen.

Sumber membabitkan pegawai kerajaan dan tiga pedagang memberitahu, DGFT mengeluarkan lesen import untuk 1.1 juta tan minyak sawit bertapis kepada peniaga berdasarkan permohonan mereka.

Menurut sumber yang juga pegawai kerajaan, New Delhi memberi kebenaran untuk mengimport minyak sawit bertapis hanya dari Indonesia.

Seorang pedagang yang menerima lesen itu berkata, dalam permohonan berkenaan, mereka dikehendaki menyebut negara asal dan semua meletakkan Indonesia sebagai negara sumber.

India mengimport 9.4 juta tan minyak sawit pada 31 Oktober lalu termasuk 2.72 juta tan minyak sawit bertapis.

Minyak sawit membentuk hampir dua pertiga daripada jumlah minyak makan di India, yang membeli minyak sawit terutamanya dari Indonesia dan Malaysia selaku pengeluar terbesar dunia. - REUTERS

Palm oil demand could pick up ahead of Ramadhan — Affin Hwang Capital Research


KUALA LUMPUR (March 11): Demand for palm oil products could improve in March and April ahead of Ramadhan and a rapprochement between the new administration in Putrajaya and India.

In a plantation sector note this morning, Affin Hwang Capital Research said Ramadhan festivities — which starts in late April this year — is a factor that is expected to improve demand for palm oil products.

Another factor is the reconciliation between Malaysia and India, considering the latter’s decision to lift safeguard duties, which were applied in September 2019 until early March 2020, on Malaysian refined palm oil.

In terms of production, the research house is forecasting Malaysian crude palm oil (CPO) production in 2020 to be 1% to 2% lower due to the lagged effect of the dry weather in 2019, lower fertilisation application and minimal new plantings of oil palm trees.

2019’s overall CPO production in Malaysia stood at 19.9 million metric tonnes (MT), while CPO production for the first two months of 2020 was down 25% year-on-year to 2.46 million MT.

Malaysia’s palm oil inventory in February 2020 declined 4.2% month-on-month to 1.68 million MT, the lowest point since June 2017 following higher total consumption of palm-oil products vis-à-vis production.

Affin Hwang Capital is expecting the downtrend in palm oil inventory levels to continue for the next one to two months as total consumption is expected to outweigh production,

While it is optimistic that CPO prices will recover due to the expectation of supply tightness for the eight vegetable oils in the first half of the year, the research house pointed out that the continued presence of the Covid-19 outbreak, oil price crisis or continued weakness in market sentiment would likely put its 2020 CPO average selling price (ASP) forecast of RM2,500 a MT at risk.

“Across our coverage, we have 'buy' ratings on Ta Ann Holdings Bhd, IJM Plantations Bhd, Hap Seng Plantations Holdings Bhd, Kuala Lumpur Kepong Bhd (KL Kepong), FGV Holdings Bhd and Jaya Tiasa Holdings Bhd, and 'hold' ratings on IOI Corp Bhd, Sime Darby Plantation Bhd and Genting Plantations Bhd. We are 'overweight' on the plantation sector as we expect 2020 to be a better year for the companies.

"We like: (1) KL Kepong (large-cap) as we expect future earnings to improve on the back of higher CPO prices coupled with its cheaper valuation as compared to the sector average; and (2) Ta Ann (small-mid cap) on the back of its improving earnings (higher log sales volume, and stronger CPO production and ASP),” noted Affin Hwang Capital.

Teroka pasaran baharu minyak sawit elak terlalu bergantung pada pasaran tradisi



PUTRAJAYA, 10 Mac -- Kementerian Perusahaan Perladangan dan Komoditi (MPIC) di bawah kepimpinan menteri Datuk Dr Mohd Khairuddin Aman Razali akan mencari pasaran baharu minyak sawit untuk mengelak pergantungan kepada pasaran tradisi seperti India, China dan Kesatuan Eropah.

Bercakap pada sidang media selepas mendengar taklimat berhubung skop dan bidang tugasan MPIC sejurus selepas melapor diri di kementerian itu di sini hari ini, Mohd Khairuddin berkata langkah untuk meneroka pasaran baharu minyak sawit akan membantu hampir sejuta penduduk negara ini yang terlibat dalam aktiviti sawit.

"Dengan kepakaran dan pengalaman yang ada, kita yakin, insyaAllah pasaran baharu boleh diteroka selepas ini," katanya.

Mohd Khairuddin tiba di kementerian itu kira-kira 6 petang selepas menghadiri istiadat mengangkat sumpah sebagai menteri di Istana Melawati di sini, dan disambut oleh dua timbalan menteri iaitu Datuk Seri Dr Wee Jeck Seng dan Willie Mongin.

Mereka bertiga yang dinamakan dalam barisan Kabinet yang diumumkan Perdana Menteri Tan Sri Muhyiddin Yassin pada Isnin, diberikan taklimat kira-kira satu jam oleh Ketua Setiausaha kementerian Ravi Muthayah dan pengurusan tertinggi kementerian.
Kementerian itu dahulu dikenali sebagai Kementerian Industri Utama dengan Teresa Kok Suh Sim sebagai menterinya.

Mohd Khairuddin berkata amalan tadbir urus yang baik di peringkat kementerian akan diperkasakan dengan berpandukan integriti dan kualiti serta menekankan pengurusan sumber awam yang berkesan.

"Saya juga akan menyediakan pasukan kerja yang mantap menggabungkan pelbagai kepakaran bagi menghadapi cabaran dalam sektor perladangan dan komoditi seperti diskriminasi produk dan kempen anti minyak sawit di peringkat antarabangsa," katanya.

Eksport sawit untuk bulan Februari teruskan penurunan.

Eksport sawit negara pada bulan Feb 2020 jatuh 13% berbanding bulan Jan 2020 dan jatuh 17.3% berbanding Feb 2019.

Eksport ke negara India jatuh lagi ke 21,130 tan sahaja iaitu kejatuhan 55% berbanding Jan 2020, jatuh 95.3% berbanding Feb 2019 dan jatuh 97% berbanding bulan Ogos 2019 sebelum kita mula bergaduh.

Walaupun mereka telah berjanji, nampaknya negara Pakistan tak mampu menggantikan eksport sawit yang hilang selepas kita gaduh dengan India.

Eksport sawit ke pakistan untuk bulan Februari 2020 jatuh 72.5% berbanding bulan sebelumnya dan jatuh 40% berbanding Februari 2019.

CPO Futures higher on Minister's remarks to improve India ties



KUALA LUMPUR (March 11): The crude palm oil (CPO) futures contract on Bursa Malaysia Derivatives ended higher today after newly-appointed Primary Industries and Commodities Minister Datuk Dr. Mohd Khairuddin Aman Razali said Malaysia would strengthen its ties with India to boost palm oil exports to the country.

At a press conference today, Mohd Khairuddin said the Ministry would send a delegation to India as soon as possible to resolve issues linked to criticism of New Delhi’s actions in Kashmir and India’s new citizenship law.

A dealer said the Ministry had extended an olive branch to India, the second largest importer of Malaysia's palm oil products after China.

"The move has restored market confidence as Malaysia's palm oil exports to India had dropped 54.9 percent month-on-month (m-o-m) to 21,000 tonnes in February 2020 from 47,000 tonnes in January 2020," he said.

Singapore-based Palm Oil Analytics’ owner and co-founder Dr Sathia Varqa said he was not sure whether the uptrend today was associated with the Minister's comments.

"But it is certainly a welcome gesture to India," he told Bernama.

Sathia also said the CPO futures were tracking the firmer underlying cash market on Bursa Malaysia, which saw the Plantation Index jump 83.97 points to finish at 6,393.58.

Meanwhile, another dealer said today's price performance was also buoyed by better export expectations for March due to festive buying for Ramadan which will begin in the last week of April.

In a research note today, Kenanga Research expected palm oil exports to rise 5.8 percent m-o-m to 1.15 million tonnes in March 2020, despite the March 1-10 data from cargo surveyor AmSpec showing a decline in exports of 3.5 per cent m-o-m.

"We forecast March 2020 exports to rise 5.8 percent m-o-m ahead of the Ramadan season, and as winter draws to an end," it said.
The positive forecast was also echoed by Public Investment Bank Bhd, which anticipated a pick-up in demand soon due to festive buying for Ramadan.

The Malaysian Palm Oil Board (MPOB) announced on Tuesday that Malaysia's total palm oil stocks fell 4.2 percent to 1.68 million tonnes in February 2020 from 1.76 million tonnes in January 2020, and exports dipped 10.81 percent in February 2020 to 1.08 million tonnes from 1.21 million tonnes in January 2020.

At the close, the CPO futures contract for March 2020 climbed RM31 to RM2,370 per tonne, April 2020 perked up RM29 to RM2,384 per tonne, May 2020 went up RM17 to RM2,359 per tonne and June 2020 was RM11 higher at RM2,356 per tonne.

Volume, however, slid to 53,235 lots from 68,914 lots on Tuesday, while open interest declined to 291,570 contracts from 301,184 previously.

On the physical market, March South fell RM30 to RM2,400 per tonne.

Kementerian sasar pasaran baharu sawit di Afrika, Timur Tengah

BANGI, 12 Mac -- Kementerian Perusahaan Perladangan dan Komoditi menyasarkan untuk memperluaskan lagi produk sawit ke pasaran baharu seperti Afrika dan Timur Tengah selain meningkatkan skala ladang komoditi itu pada masa depan.

Sehubungan itu, Menterinya Datuk Dr Mohd Khairuddin Aman Razali berkata kementerian menerusi Lembaga Minyak Sawit Malaysia (MPOB) akan membuat kajian menyeluruh mengenai kekuatan pasaran di rantau Timur Tengah dan Afrika terbabit dalam masa terdekat.

Malah, beliau yang baharu menerajui kementerian itu turut dihubungi duta negara Timur Tengah untuk bertemu segera bagi meninjau peluang pemasaran produk sawit.

"Apa yang berlaku di Eropah (membabitkan persepsi negatif terhadap sawit), biarkan mereka.

"Sebaliknya, bagi kita, apa yang penting adalah berusaha untuk mendapatkan pasaran baharu. Kita akan buat satu hala tuju baharu," katanya kepada pemberita selepas mempengerusikan taklimat bersama ahli lembaga pengarah MPOB di sini, hari ini.

Hadir sama, Timbalan Menteri Datuk Seri Wee Jeck Seng serta pengerusi MPOB Tan Sri Mohd Bakke Salleh.

Mengulas saiz ladang sawit sedia ada, beliau berkata kementerian akan menumpukan usaha kepada meningkatkan kapasiti terbabit.

"Pada masa ini (saiz ladang) hanya sekitar enam juta hektar manakala pengeluaran sebanyak 20 juta tan bagi setiap hektar," katanya.
