Korea Selatan mahu urus niaga mata wang digital dikenakan cukai

SEOUL – Korea Selatan menyatakan semalam bahawa ia mempertimbangkan untuk mengenakan cukai ke atas pendapatan urus niaga mata wang digital ketika pihak berkuasa di seluruh dunia bimbang me*ngenai fenomena gelembung pasaran.

Sebelum ini, bank pusat Australia memberi amaran mengenai kegilaan aktiviti spekulatif yang menyaksikan nilai mata wang digital melambung tinggi.

Selepas mengadakan mesyuarat tergempar semalam, kerajaan Korea Selatan berkata, pihaknya akan mempertimbangkan untuk mengenakan cukai ke atas perolehan urus niaga mata wang maya dan mengharamkan remaja bawah umur daripada membuka akaun mata wang digital, demikian menurut ke*nyataan yang diperoleh agensi berita Reuters.

Selain itu, bursa mata wang digital di Korea Selatan juga perlu mematuhi peraturan perlindungan pelabur dan mendedahkan semua tawaran dan bidaan.

Langkah itu masih memerlukan kelulusan Parlimen. Buat sementara waktu, Seoul mengekalkan larangan sedia ada terhadap semua institusi kewa*ngan daripada urus niaga mata wang digital.

“Peraturan oleh Korea Selatan tidak memberikan kesan negatif,” kata Thomas Glucksmann yang me*rupakan ketua pemasaran bursa mata wang digital Gatecoin yang berpangkalan di Hong Kong.

Sementara itu, mata wang Bitcoin melonjak ke paras tertinggi AS$17,000 (RM69,424) sepanjang minggu ini, kenaikan 20 kali ganda sepanjang tahun 2017.

Default BNM mahu mata wang digital lebih telus

KUALA LUMPUR: Bank Negara Malaysia (BNM) berusaha untuk menjadikan mata wang digital sebagai medium lebih telus di Malaysia dengan pengeluaran draf cadangan bagi maklum balas orang ramai.

Ia mengenai penggunaan obligasi pelaporan untuk perniagaan pertukaran mata wang digital sebagai institusi pelapor di bawah Akta Pencegahan Pengubahan Wang Haram, Pencegahan Pembiayaan Keganasan dan Hasil daripada Aktiviti Haram 2001 (AMLA).

Menurut BNM, usaha berkenaan bagi memastikan langkah berkesan dilaksanakan untuk menangani risiko pembiayaan keganasan/pengubahan wang haram yang berkaitan dengan penggunaan mata wang digital serta meningkatkan ketelusan aktiviti mata wang digital di Malaysia.

"Dasar yang dicadangkan itu menggariskan obligasi undang-undang, keperluan dan piawaian yang akan ditakrifkan di bawah Jadual Pertama AMLA, yang perlu dilaksanakan sebagai laporan institusi.

"Ini termasuk obligasi ketelusan bertujuan untuk memberikan maklumat relevan kepada orang ramai supaya lebih memahami dan menilai risiko berkaitan dengan penggunaan mata wang digital.

"Ketelusan tinggi juga akan mengelakkan penggunaan mata wang digital dalam aktiviti yang menyalahi undang-undang," menurutnya dalam satu kenyataan di sini, hari ini.

Menurut BNM lagi, penggunaan obligasi pelaporan terhadap perniagaan pertukaran mata wang digital tidak memberi apa-apa konotasi bahawa bank memberikan kebenaran, perlesenan, sokongan atau pengesahan kepada mana-mana entiti yang terbabit dalam penyediaan perkhidmatan mata wang digital.

"Orang ramai diingatkan mata wang digital adalah tidak sah diperlakukan di Malaysia. Sehubungan itu, perniagaan mata wang digital tidak dilindungi oleh piawaian atau pengaturan kehematan dan amalan pasaran yang terpakai pada institusi kewangan yang dikawal selia oleh BNM .

"Ini selaras dengan obligasi pelaporan semasa yang digunakan di bawah AMLA terhadap institusi pelaporan lain seperti firma undang-undang atau perakaunan dan ejen hartanah yang tidak tertakluk di bawah bidang kuasa BNM," menurutnya.

Penggunaan obligasi pelaporan terhadap penukar mata wang digital adalah langkah pertama ke arah menjadikan aktiviti mata wang digital yang lebih telus di Malaysia.

Default BNM: RM75m cryptocurrencies transactions each month

KUALA LUMPUR: Bank Negara Malaysia said there are an average of RM75mil in transactions of bitcoin and other cryptocurrencies each month in Malaysia, on four digital currency exchanges.

Deputy Governor Abdul Rasheed Ghaffour had on Friday pointed out that there are four active digital currency offering services in Malaysia, namely, Luno, Coinhako, XBit Asia and PinkExchange.

He said the central bank would be meeting with the four cryptocurrency exchange operators next week.

Abdul Rasheed stressed that digital currencies are not legal tender in Malaysia, and said that the central bank is not stopping the trading of bitcoin.

"We need to strike a balance between public interest and integrity of the financial system. A ban would just curb innovation and creativity," he said at a media briefing on Friday.

Bank Negara has issued an exposure draft on the invocation of reporting obligations on digital currency exchange as reporting institutions under the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA), for public consultation.

This was to ensure effective measures were in place against money laundering or terrorism financing risks associated with the use of digital currencies, as well as to increase the transparency of digital currency activities in the country.

When asked on the bitcoin price movement, Abdul Rasheed agreed that it is a bubble.

"If you look at the price, it is clear that it is a bubble... Anything with high return has high risk,” he said.

The price of bitcoins surged this year, rising more than 1,000% to above US$16,000 a unit this week.
